VILLAGE OF KELLIHER NEWSLETTER
APRIL 2010
Thank you to the residents of Kelliher for being very patient in regards
to our office hours. We would like to thank our Acting Administrator, Debbie
Schachtel, for the great job she is doing. We would also like to notify our
residents that we are still receiving resumes for a permanent administrator.
In the last few weeks it has been very busy at our Village Office dealing
with our yearly financial statements and external audit. In addition, this is
the time of the year where many deadlines are in place for grant applications
and putting our financials into place for the next year.
We will be working on our budget and long-term capital works projects in
the next couple weeks. As you are aware, on March 24, the Saskatchewan
government introduced its 2010-2011 provincial budget. With the province’s
tough line on cost controls that are needed to manage its fiscal difficulties,
the challenges presented by its choices will be felt by municipalities for some
time to come. Please do not EXPECT MIRACLES from our budget, but we will
continue to address the needs of our Village. Following our budget
planning you will be receiving your annual tax notices.
A few weeks ago a survey regarding the formation of a Chamber of Commerce
went out to the business people in our community. Forty-two business
leaders were contacted; we received responses from only 9 to this date. We are
extending the deadline for this survey until May 15, 2010. At that time a
decision will have to be made whether we continue with this venture or not. Business
Leaders: please remember to return the Chamber of Commerce Survey as well as
your BUSINESS INFORMATION SURVEY (so that we can update the website as soon as
our webmaster has the new site up and running). Remember: the update to the
website is FREE ADVERTISING for you.
Very shortly all Organizations in our Village will be receiving a survey
so that we may put all the information on our Website. The DEADLINE FOR THE
ORGANIZATION SURVEY IS ALSO MAY 15, 2010. Our web master, Laurel Rugland,
assures us that the new site should be ready within a month.
We have many reminders for the citizens of the Village of Kelliher.
***BUSINESS LICENSES IN KELLIHER ARE MANDATORY. Our Administrator
is in the process of sending out reminders regarding these licenses. We will be
very vigilant in notifying anyone who is not up to date on these.
***BUILDING PERMITS at a cost of $10. are required by all citizens of
Kelliher if you are undertaking any building or renovation on your property.
***If you are having any problems with PEST CONTROL (crows, skunks, etc.)
call the Village Office. We have people in place that will handle these
problems.
***We are still experiencing problems with abuse of our Dog Bylaw.
Recently several notices were sent out to dog owners regarding the licensing of
their dogs. Following are excerpts from Bylaw No. 1/97 which has been in
effect since February 11, 1997:
2(a) Every person within the municipality who owns, possesses or harbours
a dog shall obtain a license from the Clerk.
(b) The license shall be in effect from January 1 to December 31 of a
calendar year, and shall be obtained on or before January 15.
© The licence fee shall be: $10. per dog.
3. Every person to whom a licence has been issued under this bylaw shall
cause his/her dog to wear a collar to which shall be attached the license tag
issued by the municipality pursuant to this bylaw.
4. A person residing in the municipality who owns, possesses or harbours a
dog, and neglects or refuses to take out a licence therefore shall be deemed
guilty of infraction of this bylaw.
5. NO DOG SHALL RUN AT LARGE in the municipality. RUNNING AT LARGE shall
mean when the dog is beyond the boundaries of the land occupied by the owner,
possessor or harbourer of the said dog, or beyond the boundaries of any lands
where it may be with the permission of the owner or occupant of the said land
and when it is not under control by being;i) direct and continuous charge of a
person competent to control it; or ii) securely confined within an enclosure; or
(iii) securely fastened so that it cannot roam at will.
9. A person who contravenes any of the provisions, shall be guilty of an
offence and shall be liable to a penalty of $20.00.
NOTE: If you are interested in the exact dog bylaw, contact the Village
Office to request copies.
There will be a FREE LANDFILL DAY on Saturday, May 8 from the hours of
10:00a.m. to 4:00p.m.; the alternate date (in case of inclement weather) will be
on Saturday, May 22 with the same hours.
REMINDER: Bylaw 04/09 known as the Nuisance Abatement Bylaw states:
"The purpose of this
Bylaw is to provide for the abatement of nuisances, including property,
activities, or things that adversely affect:
a) the safety, health or welfare of people in the neighbourhood;
b) people’s use and enjoyment of their property; or
c) the amenity of a neighbourhood.
With this in mind, please take advantage of THE FREE LANDFILL DAY to clean
your properties.
Donations are being accepted to help complete the Community Centennial
Park (corner of Main & 2nd Ave.). The committee is still looking
at putting in a Gazebo, Benches and Picnic Tables. If you wish to make a
donation (individuals, groups, families or bequest), please make your cheque
payable to the Village of Kelliher and you will receive a TAX RECEIPT for your
donation. Also donations over $100.00 will be recognized with a plague put on
items in the park. Please make use of this facility.
