Highlights From Building Bylaw
  1. Permits are required under the Uniform Bldg. and Accessibility Standards Act. This includes permits to construct, erect, place, alter, repair, renovate or reconstruct a building. The permit fee is $10.00. Inspection fees may apply.
  2. Permits are required to demolish or remove a building. Permit fee is $10.00.
  3. Demolition or removal deposit schedule: $1000.00 - non useable or livable building. $5000.00 - useable or livable building or home. The deposit is refundable, or "portion therof" after the work is done to Council satisfaction.
  4. All permits expire 6 months after issuing.
  5. Special conditions requiring inspections by certified personnel apply.
  6. Copies of the bylaw in its entirety can be obtained upon request.
  
Excerpt from Dog Bylaw

Dogs are required to be licensed and confined or on a leash when being walked.

Tied dogs must not be able to get out off the property on to the alleys or streets.

2(a) Every person within the municipality who owns, possesses or harbours a dog shall obtain a license from the Clerk.

  (b) The license shall be in effect from January 1 to December 31 of a calendar year, and shall be obtained on or before January 15.

  (c) The licence fee shall be: $10.00 per dog.

3. Every person to whom a licence has been issued under this bylaw shall cause his/her dog to wear a collar to which shall be attached the license tag issued by the municipality pursuant to this bylaw.

4. A person residing in the municipality who owns, possesses or harbours a dog, and neglects or refuses to take out a licence therefore shall be deemed guilty of infraction of this bylaw.

5. NO DOG SHALL RUN AT LARGE in the municipality. RUNNING AT LARGE shall mean when the dog is beyond the boundaries of the land occupied by the owner, possessor or harbourer of the said dog, or beyond the boundaries of any lands where it may be with the permission of the owner or occupant of the said land and when it is not under control by being;i) direct and continuous charge of a person competent to control it; or ii) securely confined within an enclosure; or (iii) securely fastened so that it cannot roam at will.

9. A person who contravenes any of the provisions, shall be guilty of an offence and shall be liable to a penalty of $20.00.

Water Bylaw No. 3/10

A BYLAW OF THE VILLAGE OF KELLIHER TO FIX THE RATES TO BE CHARGED FOR THE USE AND CONSUMPTION OF WATER AND TO FIX THE RATES TO BE CHARGED BY WAY OF RENT OR SERVICE CHARGE FOR THE USE OF SEWER

COUNCIL of the Village of Kelliher, in the Province of Saskatchewan, enacts as follows:

  1. All persons desiring to be supplied with water from the Municipality's water supply system and sewer services shall make application to the officials of the Municipality.
  2. Each application shall be accompanied by the payment of a connection fee of fifty dollars ($50.00) for the water service being turned on.
  3. The Municipality may bylaw ration or limit the amount of water furnished to any and/or all consumers should circumstances deem to warrant such action.
  4. If the water supply is shut off from the premises of a user for infringement of the provisions of this bylaw, same shall not be turned on until all arrears, fees and penalties, if any, have been paid in full.
  5. The charges to be paid by the water consumer whose water service has been turned on shall be those set out in Schedule "A" attached; provided, however, that the minimum shall be payable in every case whether or not any water is consumed.
  6. Persons who own or occupy premises drained or that are by bylaw required to be drained into the sewer shall pay for such services a rental rate or service charge in accordance with Schedule "B" attached.
  7. Accounts for water service and/or sewer service shall cover a period of (3) three successive months, or where a consumer request a monthly, unless otherwise specified on Schedule “A” and Schedule “B”, and shall be rendered on or before the first day of the month next following such period. Accounts shall be paid within a period of thirty days from the date on which such accounts are rendered. If an account is not paid within the period of thirty days, the water service may be cut off. When the water service is cut off, it shall not be turned on until all arrears have been paid, together with a fee of $50.00 fifty dollars to cover the expenses of turning off the water and turning it on again, with twenty five dollar ($25.00) increments to be added on each offence.
  8. Bylaws Nos. 3/02, 2/05 are repealed.
THE rates, charges, tolls or rents contained in this bylaw shall come into force and take effect on the day of approval being issued by the Local Government Committee.

Watering Bylaw

The Watering Bylaw is in place at all times.

Odd numbered houses - Monday, Wednesday, and Friday
6:00 p.m. to 12 midnight only.

Even numbered houses - Tuesday, Thursday, and Saturday
6:00 p.m. to 12 midnight only.

NO watering on Sunday.

Only new lawns and trees, being defined as less than 1 year, may be watered everyday within the hours set out above.

Infraction of the bylaw could result in having your water turned off.
