With the end of 2011 upon us, this will be our last newsletter of 2011. We would like to welcome all new families to the Village of Kelliher. At this time we would like to take the opportunity to thank all of our volunteers for helping make Kelliher A GREAT PLACE TO LIVE.

Also, a big thank you to our Business Community; without you there would not be a service sector as wonderful as we have. We ask all ratepayers to support our business sector and shop at home. Lastly, thank you to all the ratepayers of Kelliher; you have made our job easier because of your patience and words of encouragement during the past year.

Please remember that our Village Office will be closed from December 16, 2011 to January 3, 2012. Those with year-end tax payments or water bills, please drop them off by the 16th or have them in the mail and post-marked by December 31, 2011.

Also, we would like to inform you that the landfill WILL NOT be open on Saturdays during the winter months; this service will resume once warmer weather arrives. You can still contact our landfill manager for a fee of $10. per visit plus applicable charges for items if you have large items to go to the landfill.

We are in the process of re-visiting our bylaws and dealing with a variety of changes and amendments. We have our village building inspectors in place and we are now dealing with building permits and all the paper work necessary to bring this into existence.

The New Year will bring with it our plans to re-do our main lift station in the village. Work will commence when weather permits.

If you have seen action at the school grounds, it is Prairie Valley School Division being proactive in the drainage of the slough behind the school. Work is being done at the present time so that spring finds the area dry and usable by our students.

Our sign in the Centennial Park is now totally operational, so businesses will be approached in the near future to see if they would like to advertise on the board. Also, we would like to thank Mr. Gerry Burym and Miss Roxanne Mah for the work they are doing to keep the sign updated. New items will only be added on Mondays—so please bring your information to the office prior to the weekend for placement. These items take a lot of time to update, so please do not expect to have it up as soon as you bring it in. Plan ahead!!! Advertising will be available to the local business and general public for announcements in January, 2012. Please contact the Village Office for more information and costs.

The Village of Kelliher Administration office has a list of properties available for sale. Please check out the Kelliher Web Site for a list of properties. In the near future we will be updating this list and posting on offer or proposal on the web site for any individuals or parties interested in purchasing Village owned lots listed for sale.

Our next EMO meeting will be on January 11, 2012 @ 7:30 p.m. at the school. We urge all residents to attend. Our captains for all areas in Kelliher will be executing the fan-out calling system and calling residents to attend this meeting. Thank you to all the captains for volunteering to do this service for the Village of Kelliher.

WELCOME

We would like to extend a welcome to all the new families who have moved into our area in the past few months. Also, welcome to all students, new and returning, to the regular school year at Kelliher School.

Fall is upon us and we hope that our farm community is managing to get their crops in and that they farm safely.

Emergency Measures Organization

With safety in mind, it is great to inform our taxpayers that our EMO committee has been very busy since our last newsletter. Kelliher, Leross and the R”M” of Kellross have combined to form a joint EMO agreement. We could still use some additional Kelliher members to fill certain positions; one example is that we need at least two members to help Henry deGooijer and Bob Grunert with the transportation should evacuation be necessary. In the near future members from each area of our Village will be contacted to act as captains for their area should residents need to be notified of any impending dangers (or even if the water is to be turned off). Anyone willing to volunteer their services is asked to call Laurel Rugland (our EMO coordinator) at 675-2262. The next meeting of our Emergency Measures Organization is on October 12, 2011 at 7:30 p.m. at the school. Also, watch for our booth at the Trade Fair for more information regarding the EMO. There will be mailings going out to all residents in Kelliher, Leross and the R.M. of Kellross to help you be prepared in the case of an emergency.

Ribbon Cutting

On Saturday, October 1st at 4:00 p.m. there will be a RIBBON CUTTING CEREMONY for the “Ox and Cart Project” sponsored by the Kelliher Lions as well as for the “Electronic Sign Board” located at the Centennial Park. We INVITE EVERYONE to attend this event. In conjunction with the ribbon cutting, we will be recognizing the people who contributed to these projects. The Kelliher School Grade 12 Class will be serving supper after the event at the Centennial Park as a fundraiser for their Graduation. Put this on your calendar as an EVENT NOT TO MISS.

Electronic Sign Board

We would like to thank Mr. Mark Laurie and his Senior Media Communication class for volunteering to do up-dates on the sign board. They will be working with Mr. Gerry Burym, the administrator at the Village Office. At the moment the program is being shared by the people at the school and the Village Office. It will take a bit of coordinating to provide efficient and effective communication. These are all new programs, so we are having a few “start- up” pains at the moment, but hopefully in the next couple of weeks the board should keep our community informed about all events going on. Our business community will be canvassed regarding advertising as soon as we are able to start putting Logos on the sign. A SINCERE and HEARTFELT THANK-YOU goes to all the individuals and organizations that have contributed to the purchase of the sign. THANK YOU to the following:

We are still welcoming all donations as with the cost of the wireless to operate the sign, we have a shortfall of approximately $1800.00. Remember, all donations of $100.00 or more will be issued a tax deductible receipt.

Landfill

We have amended Appendix “A” regarding the fee structure for our landfill. A practice that has caused a GREAT number of problems has been giving keys to taxpayers to haul their garbage. As a result, our landfill was a huge mess where items were dumped in inappropriate areas. This took a considerable amount of time for resorting and cleaning by our maintenance personnel this summer. There are very strict rules from Saskatchewan Environment and Public Safety and we must enforce these rules. Our landfill has been re-organized and new signs will be going up in the very near future designating where items are to be put; there will also be a gate sign indicating the hours of operation. There is always a need for our residents to take stuff to our landfill – we have seen an increase in these needs when the wind storms hit and trees and branches had to be cleaned up. Also, contractors working in town that have items to take to the landfill have had problems in getting in. As a result, we will now have the landfill open EVERY SATURDAY from NOON to 4:00 p.m. (winter hours may change). There will be a gatekeeper in charge to let residents in to dump their refuse; he will also show the designated areas where these items are to be put. He will be in charge of collecting any applicable fees for garbage hauled and a receipt will be issued by the Village Office. It would be ideal to pre-pay at the Village Office if you know you will be hauling on the weekend. If it is necessary for you to haul refuse to the landfill during the week, there will be a $10.00 fee to get the gate-keeper to go with you to let you in. In addition, there is a new fee schedule for the use of the landfill. We are happy to announce to our ratepayers that if you are doing your own hauling, there is no charge for grass clippings, garden stock and trees and branches, as long as they are put in the appropriate areas. If refuse (leaves, etc.) are in garbage bags, you must dump the bags and dispose of the bags in the appropriate areas. Please see the attached Appendix A: Landfill Rates for further guidelines. We have had to put in a fee for getting Village Personnel to let people in during the week. You know by the holes in our streets that our Maintenance Person could be doing more than just opening landfill gates several times a day. Please DO NOT REQUEST KEYS from Village Office, Mayor or Councillors.

Congratulations & Thank Yous

Our administrator, Gerry Burym, has been extremely busy in the past few months in preparing our list of Tangible Assets (also known as PSAB). This is required to be done by every municipality and is basically a listing of every asset of every municipality. This includes not only every building, piece of equipment, every tool, but also includes how many feet of water and sewer lines, how many cubic inches of cement and pavement and how many square feet of land. If you have seen Gerry out on the street measuring streets or sidewalks or taking pictures of vacant lots—that is what he has been doing. Gerry has completed this monstrous task and submitted it to proper authorities. While other municipalities were paying upwards of $20,000.00 for this service, Gerry has completed it in his regular hours at work. For this he is to be COMMENDED and CONGRATULATED. If you have time, give him a pat on the back for a job WELL DONE. Thanks, Gerry!

Country Munchkins

Congratulations to the executive of Country Munchkins Daycare. They are working hard to complete the premises for the Daycare Centre. They are hoping for an opening date near the end of October. This is a service that is required in our Village and we need to support and help the girls in this endeavour. Please offer you help to this non-profit organization. We must strive to make the village attractive to young and old. In order for many parents to work there must be facilities to provide care for their children, their MUNCHKINS. Following is a report from the executive of Country Munchkins Daycare:

It has been full steam ahead for the Country Munchkins Board of Directors. We purchased a house in the spring of this year and have been working away tirelessly at numerous renovations within the home. Our projected date of opening is October 31st 2011 if all goes well. Our intended hours of operation will be Monday to Friday open 7am to 7pm. Of our 25 spaces, 3 are dedicated to infant’s age 6 weeks to 18 months, as well as toddler and school age children. Spaces will be on a first come first serve basis with full time taking priority followed by part time and casual. Country Munchkins is a government licensed daycare and funding is available for qualifying families who may need it.

Currently we are accepting applications for a Full-time Executive Director as well as part-time and casual staff. If you would like to apply you may do so by forwarding your resume and references either by mail or via email to the addresses in closing.

They say it takes a village to raise a child and right now we NEED your help. Country Munchkins Daycare Inc. is a registered charitable non-profit organization that must meet certain criteria, of which states there must be a minimum of 3 Board members to a maximum of 5. As of right now we currently have 2 Board Members. Country Munchkins is moving forward with the house renovations, but we cannot move forward with any other matter regarding opening the daycare unless we are in good standing with Saskatchewan Corporations. So we are calling on the community for a few dedicated people who would be willing to step on the Board so we can move forward and open. Unfortunately we cannot move forward until this happens. If you would like to help out please get in touch with one of us as there is lots to do! If you would like to donate an item to the daycare whether it be a mixing bowl or a toy give us a shout, we would love to accept your donation.

Country Munchkins looks forward to providing quality childcare for the families in the Kelliher area. We feel that having a daycare is not only an asset to working parents who currently reside here, but future residents as well. We also look at the daycare as an opportunity for employment which in turn could mean new members to our community.

In closing we would like to extend a sincere “THANK YOU” to everyone who has volunteered with a fundraiser or contributed financially to one in the past 15 months. We value your assistance as you have helped to get us where we are today, we could not have done it without you. As the daycare continues to grow and blossom the Board continues to ask for your encouragement and support in our future endeavors.

June 2011

We have gone by the major flood season with very little problems–thanks in great part to all our ratepayers who read the EMO information and our newsletters to indicate how to prepare your property for flooding. We are very fortunate to not be in the same predicament as our neighbours in South Eastern Saskatchewan. The water table is still extremely high and the great amount of rain we have been receiving can still cause problems. Please be diligent in watching your basements, keeping your drain pipes well away from your house and make sure your eaves troughs can handle the rainfall coming. All precautions from the spring should still be followed.

Now our major concern is to deal with the problems involved with the type of winter we had and the rains that we are experiencing. These problems include pot holes, frost boils, and major road repairs. We ask that our residents are patient with our town foreman as he tries to deal with these issues in an orderly fashion. Rome wasn’t built in a day; and all the damage cannot not be repaired in a day. In order to ensure adequate drainage some properties may have been damaged in order to speed up the flow of water. If this had not been done, we could have faced many more problems with the amount of water that was in our area. This clean up has begun. With all this rain the repair of our streets will be a slow progress. Please bear with us as we continue to work on these problems.

It is our DUTY to provide a SAFE and HEALTHY ENVIRONMENT for ALL the people in our community. Following are several items regarding bylaws that are causing some problems. Please assist us in the following in any way that you can help.

As we are getting closer to summer, many people are beginning to use their fire pits. Please make sure that your fire pit is in a regulation type structure and that you are considerate of your neighbours when you light your pit. There should be no unreasonable interference for your neighbours with the enjoyment and use of their property. Common COURTESY will help with this problem.

There will be waterline flushing being done in the Village of Kelliher in the near future. Please watch for POSTERS DOWNTOWN regarding the dates so that you can prepare for this procedure.

Just a reminder to our taxpayers: please DO NOT THROW garbage over the gate at the landfill. This creates more work for an already overworked town foreman. Remember the FINE FOR ANYONE FOUND THROWING GARBAGE OVER THE FENCE IS $50.00. There are very strict regulations with Environment Canada that have to be followed; your consideration and help are sincerely appreciated.

Continuing with landfill and garbage, we wish to remind everyone that we do have a BYLAW FOR THE ABATEMENT OF NUISANCES. This bylaw deals with the conditions of property including buildings in a ruinous or dilapidated state of repair, land that is overgrown with grass and weeds, untidy and unsightly property, junked vehicles, open excavations, unlicensed vehicles, wrecked or dismantled vehicles, length of grass, etc. This bylaw has been in effect since April of 2009, but not much has been enforced to date. This year expect STRICT ENFORCEMENT of this bylaw. Enforcement fines could be as high as $25,000.00 for non-compliance. If you are not sure what this bylaw entails please go to our website or visit our town office to get a copy of the bylaw.

Another problem that seems to be continuous is the running of pets at large. Please ensure that you have purchased your dog license and keep your pet in your yard. We have to take our town workers off the job to clean dog excrement off taxpayer’s yards because inconsiderate pet owners let their dog do their jobs anywhere and everywhere.

Another problem seems to be occurring in our village. It appears that we have people discharging pellet guns around the community. Gun usage is prohibited within the town limits and offenders will be dealt with prosecution for the offence. Please inform your children regarding the use of pellet guns. Windows can be broken, people can be hit by the pellets, and damage can occur.

  • All the people who are donating for our digital electronic message board.
  • The Lions and Orion for almost being ready to set up the ox and cart.
  • The EMO committee for all their strategic planning should we have to deal with a disaster.
I am sure that some have been missed in the thank yous, so forgive us if we missed you.

A SPECIAL THANK YOU goes to our RESIDENTS who have been patient this winter and spring. Also thank you to the residents who look after the frontage of their yards and back alleys by cutting the grass and keeping a very tidy appearance. Many hands make the work much easier; your help is greatly appreciated.

Our EMO Committee, with Laurel Rugland as coordinator has been very busy this spring. They have updated all their plans and filled most positions that are required to be in readiness should a disaster strike. We are also happy to announce that the Kelliher EMO has now combined with Leross and the R.M. of Kellross to form the new Kelliher/Leross/RM of Kellross #247 Emergency Measures Organization. Our two Emergency Operations Centres are at 415 2nd Avenue (Branch Library Building) in Kelliher and in Leross at the RM office at 222 Main Street. Watch for mailings from our EMO committee in the near future. This will help you be prepared if ever a disaster does occur in our area.

Just a short note about our OUTDOOR ELECTRONIC MESSAGE DISPLAY BOARD: We have received the sign and we are just waiting for the steel structure to support the sign to be built. It will be placed at the Centennial Park at the corner of Main St. And 2nd Avenue. This board will be used for advertising events, promoting businesses and keeping our community informed. Donations for the purchase of this message board are being accepted at the village office; a donation of $100.00 or more will receive a tax-deductible receipt. We have already received some donations and would truly appreciate your support in this venture. All community groups will definitely benefit from ELECTRONIC POSTINGS OF UPCOMING EVENTS. Following is the usage schedule:

WE ARE HAPPY TO ANNOUNCE THAT DR. BENJELLOUN WILL BE AT THE ST. JOSEPH’S INTEGRATED CARE FACILITY EVERY TUESDAY AND THURSDAY. FOR APPOINTMENTS CALL 306-274-2215. NURSE PRACTITIONER, JULIE SCHMIDT IS AVAILABLE AT THE SAME FACILITY EVERY MONDAY, TUESDAY AND THURSDAY.

This will make travel distances for medical services more convenient for our residents.

CONGRATULATIONS to the COUNTRY MUNCHKINS DAYCARE for their hard work and perseverance in creating this new service for our community. They have been granted 25 spaces of the 500 spaces the provincial government has announced funding for. This group hopes to be ready for opening in September or October of 2011. Please offer your support to this non-profit organization.

Welcome to all new residents in Kelliher. We are very fortunate that our community is continuing to grow in businesses and population.

Our last newsletter was in November and much has occurred in our community since that time.

We would like to announce that the winners in our Home and Business Decorating contest are as follows: Best Dressed Home: Kirby and Phyllis Kew and Best Dressed Business was again Sonja Bushutski at Urban Roots. Thank you to all that joined in the Light Up Kelliher to keep with the spirit of Christmas.

Thank you to all who showed up for the lighting of the large Christmas tree at the Centennial Park. It was again a cold night and the turn out was great. Many ideas have come from this event to do more in the next Christmas season.

Council and Administrator attended the SUMA Convention in Saskatoon. The theme was “Connecting Voices, Strengthening Communities”. This convention gave us the opportunity to get information regarding pertinent topics for our communities and put us in contact with a variety of government personnel and tradespeople who can help us with topics such as: roads, water, lagoon, lift stations, forming communities for all ages, types of grants available and how to access some of these grants. It was very educational; in fact, we were all on information over-load. Now to make use of this information.

Snow removal policies are the same as stated in the November newsletter. Please remember that YOU are responsible for the clearing of your sidewalks and driveways. There have been some problems with vehicles on town property obstructing the removal of snow. This has been a winter of more than normal snowfall, making it a continuous job of clearing snow. Thank you to the residents for their patience in waiting for their street to be cleaned and bearing with us until any grader ridges could be cleared without any complaints – you are treasures in our community and it is a pleasure to serve you.

A very WARM WELCOME is extended to our two newest businesses in Kelliher; they are Tina Orban at KELLIHER SUB SHOPPE and Wayne Katcheech with TOWN-N-COUNTRY TAXI. We wish you well and encourage our residents to support these businesses in their ventures. Also, a welcome to the expansion of Club 15 Cheers and Jan for the restaurant portion of their premises. It is great to see more services and businesses in our community. Thank you for choosing Kelliher.

We have started a five year plan for the replacement of our lift station (at 2nd Ave. and Main St.) and have allotted finances for part of the project. We are also in the process of revising and re-vamping our policies and bylaws. These will be posted on our website as soon as they are available. Tax Enforcement Notices have gone out; anyone with property on that list please contact our Administrator with payment immediately. Our auditors have been out and have approved and closed our books for 2010 – their financial statements will out shortly. In the very near future, Council and Administrator will be working on our 2011 budget; assessments will also be out shortly. Two items of reminder to our residents:

  1. Please remember to purchase permits for any renovations you are undertaking. If you are not sure whether you need a license or not, please contact our village office.
  2. Remember our dog bylaw regarding dogs running at large. We have also taken several complaints from residents regarding dogs defecating on yards other than their own. Please respect your neighbours and carry a “pooper-scooper” when you walk your pets.

Our regional health inspector was recently in Kelliher and has left booklets entitled Standards to Ensure Food Safety at Temporary Events. He also left application forms for TEMPORARY FOOD AND DRINK CONCESSION LICENCES. Any groups or organizations who are running food sales as FUND RAISERS are required to complete an application form. There is no cost for this application, and I quote from the requirements booklet: “Any group or event that serves food to the public, including temporary events, are Public Eating Establishments and require licensing to serve or sell food to the public.” Please stop by the Village Office and our Administrator will provide you with the information you need.

Also, any immediate notices will be put on this website; this is a faster way of communicating than by newsletters. Let’s GO GREEN and use this technology and save some paper. We will continue to put real estate sales on our website, but they must include a thorough description, price and pictures is any are available. We are in a world of technology and the Kelliher Website is OUR WINDOW TO THE WORLD.

NOTICE, NOTICE , NOTICE!!!!!

Now to address a topic which is probably at the forefront of everyone’s mind with Spring (hopefully) around the corner – will there be flooding????? There is no doubt that there will be flooding in the Province this spring. Right now it is just a guess as to where it will occur. Yes, Kelliher is in a high risk area (East-Central) due to the unusual amount of snow added to an already high water table. We also have some bodies of water in our community that have to be addressed. Are we as the Councillors of the Village of Kelliher prepared? We are in the midst of planning our strategy right now. We have had an engineer assess our village. He was then in consultation with Saskatchewan Watershed Authority. Recommendations have been received for short-term and long-term plans for the Village of Kelliher. Immediate areas of concern have been addressed by pumping and sand-bagging (if necessary) for two main areas in our village. We have addressed lift station concerns. We are also very fortunate to have our Emergency Measures Organization in place to help us deal with any problems, should any occur. The coordinator of our EMO is Laurel Rugland and I know she is looking for more volunteers; let her know if you can help in any way. If there should be a problem anticipated by your Mayor and Councillors, there will be an immediate community meeting called to address these issues. We will keep everyone in the community informed by website messages and posters around town if we feel there is a concern.

The important question is ARE YOU READY? Is your home prepared for the extra snow that is on your yards? Many homes last year had seepage problems – remember the water table has not gone down and there is extra moisture in all the snow we have. Some helpful hints may be to remove snow from the perimeter of your house and extend eaves troughs to a further distance from your basement walls. We are including the Government of Canada site to help you and your family prepare; they are : here and here. Our administrator also has copies of these publications at the Village Office where you can pick one up at your convenience.

  


November 2010

We would like to take this opportunity to thank the residents of the Village of Kelliher for being patient while the water-break problem was being solved. For those that may not know, this was a very difficult break to find because the water was not coming up anywhere, and was instead draining into the sewer. A big BOUQUET to the residents and businesses who dealt with the precautionary boil water advisory in their stride, with very few complaints. A HUGE BOUQUET to the Kelliher School administration, staff and students for the capable way they handled the water boil advisory without having to lose any school days.

We would like to extend a very warm welcome to our new administrator, Gerry Burym. He brings with him many years of experience as an administrator and is working very hard to bring all our affairs into order.

Also, a warm welcome is extended to all the newcomers and new businesses to our fine village.

We would also like to notify our residents that our Emergency Measures Organization is in place. Our EMO Co-ordinator, Mrs. Laurel Rugland is still looking for more volunteers if anyone would care to submit their names.

Also, we wish to advise our residents that our new Webmaster, Donna Armstrong, is doing an admirable job and will soon have most of our website redone. If you have not sent your surveys in please do so immediately, or we cannot complete your information on the website. Snow removal priorities remain the same as other years. First priority is the business area, post office and school, which includes Main Street and 2nd Avenue. Then the residential streets will be cleaned. Finally, the back alleys will be done. Businesses and residents are responsible for their own driveways and sidewalks.

We are once again sponsoring a CHRISTMAS LIGHT & DECORATING CONTEST. This contest is for both BUSINESSES and RESIDENCES. There will be prizes for the BEST BUSINESS as well as BEST RESIDENTIAL DECOR. Judging will take place on Sunday, December 19, 2010. LET’S LIGHT UP KELLIHER!!!!

Another event on our agenda during this festive season will be the TURNING ON OF THE LIGHTS ON THE CHRISTMAS TREE IN THE CENTENNIAL PARK at the corner of 2nd Ave. and Main Street. We ask every to join us on Thursday, December 9, 2010 at 7:00 p.m. for the lighting of the tree. This will be followed by Christmas Carols and hot chocolate and coffee being served at the LEGION HALL.

PLEASE COME AND BRING WITH YOU YOUR CHRISTMAS SPIRIT. VISIT WITH FRIENDS AND NEIGHBOURS AND SAY "HI" TO THOSE YOU HAVEN’T MET DURING THIS SPECIAL TIME OF YEAR.

Thank you to the residents of Kelliher for being very patient in regards to our office hours. We would like to thank our Acting Administrator, Debbie Schachtel, for the great job she is doing. We would also like to notify our residents that we are still receiving resumes for a permanent administrator.

In the last few weeks it has been very busy at our Village Office dealing with our yearly financial statements and external audit. In addition, this is the time of the year where many deadlines are in place for grant applications and putting our financials into place for the next year.

We will be working on our budget and long-term capital works projects in the next couple weeks. As you are aware, on March 24, the Saskatchewan government introduced its 2010-2011 provincial budget. With the province’s tough line on cost controls that are needed to manage its fiscal difficulties, the challenges presented by its choices will be felt by municipalities for some time to come. Please do not EXPECT MIRACLES from our budget, but we will continue to address the needs of our Village. Following our budget planning you will be receiving your annual tax notices.

A few weeks ago a survey regarding the formation of a Chamber of Commerce went out to the business people in our community. Forty-two business leaders were contacted; we received responses from only 9 to this date. We are extending the deadline for this survey until May 15, 2010. At that time a decision will have to be made whether we continue with this venture or not. Business Leaders: please remember to return the Chamber of Commerce Survey as well as your BUSINESS INFORMATION SURVEY (so that we can update the website as soon as our webmaster has the new site up and running). Remember: the update to the website is FREE ADVERTISING for you.

Very shortly all Organizations in our Village will be receiving a survey so that we may put all the information on our Website. The DEADLINE FOR THE ORGANIZATION SURVEY IS ALSO MAY 15, 2010. Our web master, Laurel Rugland, assures us that the new site should be ready within a month.

We have many reminders for the citizens of the Village of Kelliher.

***BUSINESS LICENSES IN KELLIHER ARE MANDATORY. Our Administrator is in the process of sending out reminders regarding these licenses. We will be very vigilant in notifying anyone who is not up to date on these.

***BUILDING PERMITS at a cost of $10. are required by all citizens of Kelliher if you are undertaking any building or renovation on your property.

***If you are having any problems with PEST CONTROL (crows, skunks, etc.) call the Village Office. We have people in place that will handle these problems.

***We are still experiencing problems with abuse of our Dog Bylaw. Recently several notices were sent out to dog owners regarding the licensing of their dogs. Following are excerpts from Bylaw No. 1/97 which has been in effect since February 11, 1997:

2(a) Every person within the municipality who owns, possesses or harbours a dog shall obtain a license from the Clerk.

(b) The license shall be in effect from January 1 to December 31 of a calendar year, and shall be obtained on or before January 15.

(c) The licence fee shall be: $10.00 per dog.

3. Every person to whom a licence has been issued under this bylaw shall cause his/her dog to wear a collar to which shall be attached the license tag issued by the municipality pursuant to this bylaw.

4. A person residing in the municipality who owns, possesses or harbours a dog, and neglects or refuses to take out a licence therefore shall be deemed guilty of infraction of this bylaw.

5. NO DOG SHALL RUN AT LARGE in the municipality. RUNNING AT LARGE shall mean when the dog is beyond the boundaries of the land occupied by the owner, possessor or harbourer of the said dog, or beyond the boundaries of any lands where it may be with the permission of the owner or occupant of the said land and when it is not under control by being;i) direct and continuous charge of a person competent to control it; or ii) securely confined within an enclosure; or (iii) securely fastened so that it cannot roam at will.

9. A person who contravenes any of the provisions, shall be guilty of an offence and shall be liable to a penalty of $20.00.

NOTE: If you are interested in the exact dog bylaw, contact the Village Office to request copies.

There will be a FREE LANDFILL DAY on Saturday, May 8 from the hours of 10:00a.m. to 4:00p.m.; the alternate date (in case of inclement weather) will be on Saturday, May 22 with the same hours.

REMINDER: Bylaw 04/09 known as the Nuisance Abatement Bylaw states:

"The purpose of this Bylaw is to provide for the abatement of nuisances, including property, activities, or things that adversely affect:

a) the safety, health or welfare of people in the neighbourhood;

b) people’s use and enjoyment of their property; or

c) the amenity of a neighbourhood."

With this in mind, please take advantage of THE FREE LANDFILL DAY to clean your properties.

Donations are being accepted to help complete the Community Centennial Park (corner of Main & 2nd Ave.). The committee is still looking at putting in a Gazebo, Benches and Picnic Tables. If you wish to make a donation (individuals, groups, families or bequest), please make your cheque payable to the Village of Kelliher and you will receive a TAX RECEIPT for your donation. Also donations over $100.00 will be recognized with a plague put on items in the park. Please make use of this facility.
