COMPLAINTS BY THE PUBLIC
The Council of the Village of Kelliher in the Province of Saskatchewan approves the following policy for Complaints by the Public.
- In this policy,
- “Administrator” means the administrator of the municipality;
- “Council” means the council of the municipality; and
- “Municipality” means the Village of Kelliher.
- A person or group of persons who believe that they have a legitimate complaint to bring forward to council should do so by either
- writing and signing a letter of complaint or filling out Form A and leaving it with the administrator at the Village Office; doing so will ensure that the complaint will be added to the agenda for the next regular council meeting; or
- attending the next regular council meeting by contacting the administrator to be placed on the agenda for that meeting; the individual or delegation will be given time (usually about 15 minutes) to present the particular complaint.
- The individual or delegation will be notified in a letter from the administrator of council’s response to, or proposed course of action regarding, the complaint.
- Verbal complaints to council or the administrator will not be acted on, and verbal abuse of a member of council or any employee of the municipality will not be tolerated and could result in legal action.

Garbage pickup is Tuesday. Bags must be out by 8:00AM all year round.
All garbage needs to be tied in strong garbage bags; not thin grocery bags.
If garbage is stored outside, it must be in a receptacle with a lid.
Cans and paper are not to be put in with household garbage.
Please recycle cans, paper, and milk cartons and jugs.
The landfill will not be open. Village will pick up prepaid items. Please contact the village office for details.
Rinse and remove all can labels and place in appropriate bin at the Recycle Depot.

Village of Kelliher Sewage Blockage
- Council will only consider service line blockages that occur on Village property for reimbursement.
- Tree root problems and structural problems with the pipe itself are not cause for reimbursements. In addition, small sages in the pipeline are not deemed to be cause for blockages or reimbursement of a claim.
- A representative of the Village of Kelliher shall be on hand while plumber inspects and determines cause of blockage. The representative will provide recommendation to Council in accordance with this policy and recommendation of plumber.
- Structural problems with the pipe, on Village property only, are cause for 100% rebate of the invoice upon council advisement to plumber to a maximum of $210.00 including applicable taxes.
- As tree roots are usually on both sides of the property line, a maximum of 50% rebate of the invoice may be eligible for reimbursement. If the tree roots are only on Village property, then Council may approve 100 percent rebate.
- If no cause is determined by the Village of Kelliher Representative, Council shall use its discretion, but may refuse any request for full or partial reimbursement.
- All contractors or subcontractors out of Village limits require a Village business licences.

Village of Kelliher Street Snow Clearing Policy
- Street snow removal will commence whenever there is a significant snowfall and at the discretion of the Maintenance Foreman or tractor operator.
- Commercial arteries will be cleared in the following sequence:
- Post Office Back Alley
- Main Street
- 2nd Avenue
- Remaining Streets, School and back lanes/alleys may be cleared in whatever sequence the Foreman/Operator chooses.
- Clearing of individual driveways is the responsibility of the property owner and should be minimal. A ridge of 6 inches or more will be dealt with by the operator after all other snow removal is completed.
- Clearing of the Rink Parking lot will be done at the discretion of the Foreman/Operator
- Anyone receiving town tractor to clear driveway will pay rate as per policy.
